Rule 3 - General Definitions

The Language of Vessels (Rule 3)

Key Points

  • This rule provides definitions to words that are used throughout the Rules. Less frequently used words are defined where they are used.
  • Displacement craft are those that float via displacement of their hulls.
  • Non-displacement craft are those that use dynamic lift of hydrofoils or other lifting technology.
  • Vessels "engaged in fishing" means any vessel using fishing apparatus that restricts maneuverability (e.g., nets, long-lines, or trawls), but excludes vessels using trolling lines or non-restricting gear.
  • Examples of fishing vessels include "fishing with nets, lines, or trawls". The word "lines" refers to long-lines that can be miles long and that have numerous leaders and hooks attached at regular intervals. Trawls are large open-mouthed nets that are towed through the water by one or two fishing vessels (not to be confused with trolling lines which are not considered to be restricting generally).

These definitions apply to both International and Inland Rules unless noted (e.g., 'constrained by draft' is International-only).
